My Bill to Eliminate Cost Barriers for Breast Cancer Diagnosis Passes Senate

My bill to eliminate cost barriers for patients who receive abnormal results from supplemental breast cancer screenings passed the Senate unanimously this week.  

Senate Bill 88 builds on the success of  landmark legislation of Act 1 of 2023, sponsored by Senate President Pro Tempore Kim Ward, breast cancer survivor and champion of this important cause. Act 1 provided no-cost preventive screenings for individuals at high risk. Senate Bill 88 takes the next step with no-cost follow-up diagnostic imaging and expands eligibility to include individuals at average risk.

This bill is deeply personal to me. As I walk alongside my wife’s breast cancer journey, I know how critical diagnostic testing is after an abnormal screening and no one should have to delay it because of the cost. Early detection saves lives, and this bill is a major advancement and continues our progress in strengthening women’s healthcare. A day after its Senate passage, it passed out of the House of Representatives Banking and Insurance Committee. Watch my comments here.

My Commuter Tax Fairness Act to Protect Local Taxpayers Passes Senate

My legislation to protect Philadelphia’s suburban communities from unfair tax burdens and ensure local tax dollars stay where they belong passed the Senate with bipartisan support on Monday. Watch my floor remarks here.

Under an archaic law dating back to the depression era, Philadelphia’s special status as a home rule charter city allows it to retain 100% of the 3.44% wage tax on anyone who works in the city—including non-residents.

That means many of my constituents who live in the suburbs but work in Philadelphia are taxed at the full rate even if they never set foot in the city. If you work remotely from your home in Bucks County but your employer is based in Philadelphia, the city still collects the full wage tax from your paycheck.

That’s not fair, and it’s not how the system should work. It’s time we reinvest those hard-earned dollars where they belong: supporting our own local police, fire departments, roads, and schools

My legislation, Senate Bill 527 would end this inequity and align Philadelphia with all 2,560 municipalities in Pennsylvania. It now heads to the House of Representatives for consideration.

You May Have Money Coming to You – Check Your Mailbox

 

Check your mailbox! I joined PA Treasurer Stacy Garrity and my colleagues at the Capitol on Tuesday to announce that the second round of Pennsylvania Money Match checks, totaling more than $9.2 million, have hit Pennsylvanians’ mailboxes.

I encourage everyone who receives a check to cash it as this is a real program. Money Match, created by Act 81 of 2024, allows Treasury to return certain unclaimed property worth up to $500 without requiring a claim to be filed. More details here.

This streamlined program has been so successful, I recently introduced legislation to increase the current limit of $500 to $10,000 to allow more Pennsylvanians to have the opportunity to get their property and money back. Senate Bill 844 passed out of the Senate Finance Committee this week.  

Supporting our Fire and EMS Organizations

As co-chair of the Senate Fire and EMS Caucus, I was honored to host a reception in Harrisburg along with my co-chair Senator Tim Kearney and the House of Representatives Fire and EMS Caucus.

I’ve long been committed to advocating for fire and EMS services in Harrisburg. This event brought together fire and EMS leaders from across the Commonwealth from the Pennsylvania Professional Fire Fighters Association, the Pennsylvania Career Fire Chiefs Association, the Ambulance Association of Pennsylvania, and Pennsylvania Emergency Health Services Council (PEHSC) and was a great opportunity to connect and discuss legislative initiatives aimed at strengthening and improving fire and EMS services throughout the Commonwealth.
