Senate Committee Votes to Expand No-Cost Breast Cancer Screenings

Building on Pennsylvania’s landmark law that provides no-cost breast cancer screenings for high-risk individuals, legislation I sponsored with Senate President Pro Tempore Kim Ward to expand diagnostic screening coverage unanimously advanced out of the Senate Banking and Insurance Committee this week.

Senate Bill 88 would make diagnostic screenings free for anyone who finds an abnormality on a supplemental screening. The bill expands the number of supplemental screenings available and ensures no-cost diagnostic imaging for patients.

No woman should be forced to delay critical follow-up care due to financial barriers. This cause is deeply personal to me, as my wife has been bravely fighting breast cancer for the past eighteen months.

The measure advances to the full Senate for consideration.

Senate Finance Committee Advances My Commuter Tax Fairness Act

Legislation, I authored to return local tax dollars to suburban communities was approved by the Senate Finance Committee this week.

Senate Bill 527 – also known as the Commuter Tax Fairness Act – would make the Philadelphia’s City Wage Tax more equitable for non-residents and ensure that earned income tax dollars are returned to the municipalities where these non-residents live, not where they work.

Under current law, the city wage tax of 3.44% is imposed on salaries, wages, commissions and other compensation paid to employees working for a Philadelphia employer. Non-residents – even those who work remotely and never set foot in the city – are forced to pay the full Philadelphia City Wage Tax if their employer is based in the city. This bill would close this loophole and align Philadelphia’s tax treatment with all 2,560 municipalities in the commonwealth.

For over a decade, I have been championing this initiative as this is a commonsense step toward equity and accountability.

First Voting Meeting of Senate Institutional Sustainability and Innovation Committee

Earlier this week, I chaired our first voting meeting of the Senate Institutional Sustainability and Innovation Committee, where we passed my legislation to establish a state match for businesses that receive federal funding through the Small Business Innovation Research and Small Business Technology Transfer programs. These federal grants support early-stage technology development and commercialization efforts by small businesses.

Created earlier this session, our committee was formed with a clear mission: to take a proactive and bipartisan approach to maintaining our institutions while embracing the innovations that will define our future. This meeting was an important first step in that direction.

Eagle Scout Court of Honor

Congratulations to James Goodwin of Troop 147 in Holland on obtaining the rank of Eagle Scout – the highest advancement rank available in Scouting America.

For his Eagle Scout community project, James organized, fundraised, packaged, and shipped 150 military care packages for local PA National Guard troops deployed overseas in Africa.

I was proud to present James with a citation from the Senate of PA for this outstanding achievement and his dedication and commitment to service.

Young Hero Visits the Capitol

I had the honor of meeting Andre “Trey” Howard III at the Capitol this week – a 10-year old hero.

Trey suffered serious injuries when he bravely threw his own body on top of his sister to protect her from flying debris following the plane crash in Northeast Philadelphia on January 31 of this year. Trey likely saved his sister’s life and was rushed to a hospital for emergency brain surgery. Now over four months later he is making an amazing recovery and was joined by his mother and siblings as he was honored in the Senate for his heroic actions.
